So this just sprouted 3 days ago it seems to be very lanky to me is this normal at first?

Lanky seedlings are usually caused by insufficient lighting. Turn up the dimmer, or move the light a bit closer. A little wind doesn't hurt either.
Also, I would avoid those biodegradable planters and start seedlings in a cell tray, peat plugs, or root riot cubes.

I'm using a sun blaze t5 ho 4ft/54w is this proper lighting is getting 14 hrs of light should it be closer to 18?

Yeah keep the lights on for 18 hours and off for 6. 24/0 would also be acceptable for veg. At 14 hours they might start flowering prematurely.
54w fluoro might be enough for one plant, but it is less than ideal. I would use it as a veg/clone light once you can afford to upgrade.

Those blurples are outdated tech, I'd do a bit more research on lighting before you buy. Lights with samsung lm301 B or H diodes are usually pretty good, lots of quantum board clones out there.
If money wasn't an issue, I'd recommend Grow Lights Australia's high light 420 longboard, but even the newer mars hydro lights are decent enough.
