Would this be good and how many would it take for 1 plant ?
I know HPS is better but this is stealthier and cheaper.
Its 20watts but emits 100 watts so I think 4 of them would be optimal for 1 plant ?

It doesn't emit 100 watts, it's comparable to 100 watts of incandescent lighting. Lots of people grow with CFL's, not the best choice by any means but they can work for you if you have enough of them.

if you stick with CFL's, go for 100w per plant. Like coda said, its based on the CFL watt rating not the incandescent equivalent.

I don't know if you euro's have different lighting standards, but that base does not look like it would fit into any normal socket I know of.
Cool white would be suitable for veg, not so much for flowering.

If you flower under it would they just be smaller flowers?

Which emits a high level of blue and red radiation to supplement it.
These tubes could run vertically with the CFL at the top.

if you are looking for flowering light, better to pick up some cfl's or mix the two, floro tubes are better suited for clones and seedlings.
