 NEEM concentrate any good?

i just picked up some of this due to fungus fly's i was wondering if i mix it can i use it to water the soil to kill the larva or do i just spray the plant and top of the soil?

Neem is systemic, so using it as a drench like you describe is very effective. Ideally you will want to apply it as a foliar spray too, daily or near-daily until you notice an impact on the gnat population. Also, you will want to use a spreader-sticker like coco-wet, or some plant-based dish soap because neem won't emulsify easily.
Ultimately neem is more of a preventative measure than a final solution. It will control and diminish your gnat population but it won't eliminate it alone. Sticky traps make a good one-two punch. You can use products like go-gnats in addition to neem too. Its a great start though.

ok so i can drench the dirt to kill the larva.. i only see 1 or 2 flies every other day or so(not the same 1's cous i smash he crap outa them) and i should add a dash of non sented dish soap? all i want to do is make shure that the neem oil will kill the larve(adults KOS) or thay get cought in one of my manny stickeys.

also crusty i only have a bug problem due to the other basement flooding a month ago so the aduots are not the problem just the larve i noticed 6-7 in the bottom tf the cup i had a test plant in to determin sex. also plants are showing sighns of root dammage and i really just need to kill the larva. the oil keeps them from feeding right, i read that somewhere.
