cobweb mold? Are you sure it's not powdery mildew? If anything go buy some Neem oil or serenade. Garden shops should carry both if you don't want to order online. Be forewarned, when mixing neem oil, be prepared for one of the worst smells ever.
i have had problems with mold on my soil also, i use peroxide a soloution and spay it on the soil, mold always goes away tho after i put the plant under the hps for flower, also i would recomend spaying the area down with bleach water (20/1 water/bleach) and of course remove the plants from the area first

no it won't be a problem, just spray it on the soil not the plant
