New on this end, need help with setting up lights

Hey folks,
A friend of mine was planning on growing organic vegetables under multiple 70w-200w HPS bulbs. They have done a lot of reading and know whats what when it comes to a lot of things, but does he need a ballast to run HPS bulbs between 70W-200W?
Basically the dumbass dropped a lighting fixture on two of their most beloved babies and fucked them up good. It was natural selection for cloning... basically.... my friend needs to set up a small, cheap, low wattage light set-up ASAP to minimize loss. They needed to test for male/female ratios anyway....
They don't have much money, SCROG might be the best thing to consider at this point.
The main question is this. For HPS (or MH... any HID) that are low in wattage... can you just screw them into a normal light bulb socket? Do they need a specialized HID socket? Do they need a ballast for 70w-200w HID bulbs?
If its looking that purchasing 2-4 new small setups is too much money, does anybody have any really cheap and effective alternatives?

Fuck its been a hell of a week... could be worse tho. There ARE people worse off in the world.
Maybe CFL's.... sometimes shit just hits all at once, beyond capacity to physically manage.

I would only suggest floro's if you are unsure of weather you will continue with this hobby. CFL's and HID's cost very similar prices when all is said and done (not including all the time and effort it takes to wire up >10 cfl's) and you will most certainly get better results with a HID. (Sorry to all the floro guys I've just offended )
If you are low on cash buy a ballast kit and wire it up yourself (please read the instructions VERY carefully.) It really isn't hard at all and for a small light <400w it should cost less than 50$-60$.
