It is certainly possible to find an elite keeper in a pack of seeds, but you should plan on popping at least 3 (10) packs of seeds to find each elite keeper. This will of course vary depending on the breeder and strain, but it's a good rule of thumb for finding decent genetics.
If you're feeling confident in your IPM system, you can order elite clones from people on websites such as strainly.io. Before doing so you should search through the strainly thread over at rollitup to see what kinds of problems people are having from certain vendors. It seems difficult to find good ones, with fake cuts, pests and viroids dominating the gardens of less committed sellers.
If you're in a legal state, you can also just look around for a clone vendor in state. Here in Michigan I can think of one good one off the top of my head, but it's downstate in A2.
Either way you go, if you end up buying clones, quarantine them and spray them daily until you are sure they are pest free. You won't know if they have a viroid unless you test them, so it's best to isolate them from the rest of your garden until you can flower them out or test them and verify that they are clean.
