more details would be nice please, lighting conditions, environment, soil mixture, just a couple of basics like that and we might be able to figure something out for you, I can give you advice but without circumstancial knowledge it will be flawed advice

Dude if your going for a fresh start go hydro, while it requires a bit more knowledge its much easier to control variables that could be attributing to your lack of germination, Are you trying to sprout in the pot, because i have found that rarely works for me, simply a bit if tissue folded a couple of times on a plate, wet it then take your seeds, this isnt nessecary, but you can make a small incision across the germination eye on the seed, place seeds on tissue paper, then place another bit of tissue on top and wet it, put another plate over the top (upside down dont crush the seeds) and then store in a warm dark environment and it can happen as fast as three days sometimes. If you are unsure about the quality of your seeds get a glass of warm tapwater and chuck your seeds in leaving it overnight and in the morning the ones that have sunk have soaked up water to germinate and the ones that float are either unviable or difficult to germinate and may require incision on the germ eye to absorb water.

Ok dude if you going to stick with dirt then go the fox farms that everyone talks about hawk knows it, im much better with hydro, and there are cheap ways to do it. Bunnings stocks chemical ph test for like 5 bucks, you can get a ppm wand for like 30 on ebay, and as for nutes you can really save on nutrients restricting the size of your resovoir. This will mean more top ups with water, for veg cycle you can use things like max feed crystals which are like 10 bucks for a decent size pouch of it and bunnings also stock hydroponic nutrients and you can get pk 13-14,which is a phosphor and potassium in a strong mixture. So for flowering you would empty the resoivoir use half max feed and then half pk13-14 (stay within your ppm boundaries) and all that should cost about 30-40 maximum, and depending on the system you use can fertilise many plants from a reasonably small resovoir saving on over all spending. Take note though that if you want the best end product then you are going to have to invest, because the more you put in the more you get out of it. These plants like nutes like silicon and cobalt and a couple of other strange ones to help improve their abbility to absorb nutrients and survive stressful situations. Combined with veg blaster, shooting powder, a bit of pk13-14 and then blossom blaster, all the while using a couple of different hormones to supplement the trees growth, like vitamins for us, and keeping the ph at a steady 5.8. These things do cost money and need a bit of effort and knowledge but the effects are ridiculously obvious in yield and in quality.
And thats why we are here so you can gain the knowledge to move forward and improve your skills and you knowledge base, the only way we will win this war is if we are the smartest, cheekiest bastards ever know WHAHAAHAHAAAHAA, 1 billion dollars

Dude, that thing is way to small to be root bound for that size of container. And judging by your other posts I'm not so sure you know what you're talking about here.

So you get it something, and then 2 days later it died. You over dosed it. That thing was way to small to need nutrients man.
And being rootbound doesn't kill the plant.

Since you're just starting out and having so much trouble go basic. Get some ffof soil, germ seed, and go. Don't worry about feeding them anything other than plain water the first time thru. With auto strains you should do fine. Keep us updated so we can help before the plant is dead. It's not hard just got to pay attention.
