Can I run a 400W MH/HPS in a cool tube without raising temperature a lot

Prelude:
my box dimensions 1.6ft x 3.3ft x 4.2ft
170-190 CFM inline exhaust
speed bully fan controller at half power ambient temp is 80-83
.. i live in a desert its scorching fucking hot right now. I even have my A/C at 78F!!! my room just happens to face the sun!

but at the local hydro shop I was looking at cooling hoods and the employee told me as long as I have a cool tube setup I really don't have to worry about the heat from the bulb. I was going to go with 150w. but that just seems dumb considering I have that in CFL's being used now. I touched the hood and it was cool to the touch so he wasn't bullshitting me but then again i don't know what CFM fan that display was hooked up to!

I have a 170 CFM inline exhaust with scrubber that I plan to soon hook up my bake a round pyrex cool tube too. but I'm totally stuck on what wattage to go with!!!??!?!

you would probably be good with a 400.
i have a 600 in a cool; tube, and i can feel some heat coming off of it.
a bigger air cooled hood would probably suit a bigger bulb better.
but for 400 you should be fine.

i'm running a 6 inch inline fan at 450 cfm.
in a 3.6ftx3.6ftx6 ft closet.

Damn Yah Ima play it safe and just go with 250w
