Starting seedlings indoor, lighting question

First a hello to everyone, first time seeing me buzzing around here on the growery... However I have done a lot of research, some being my own personal experience. I use Marijuana for medicinal purposes due to a chronic illness.
This year i have to start all of my seedlings under light.. My 15 seeds (feminized) i am going to germinate with a paper towel and transfer to smaller pots. I expect i will most likely need to keep them under light for a month-month and a half until they are ready to be moved.
My research gave me a general idea of about 3000 lumens per square foot. My question being if this information is correct and/or what type of light setup i should go with for 15 seedlings. I plan to start them out about 2-3 weeks into march.

Hi Skunk,
The issue (and it's a very contentious one) is that Lumens are used to measure light visible to the human eye and in no way do they reflect the efficacy of light for horticultural purposes. That being said, they're also just about the only way that lights are measured, so you're sort of out of luck anyway.
Your average high output 600W HPS bulb will put out roughly 100,000 lumens. The standard floorspace plot for this is roughly 4 x 4 or 16 square feet. With some simple math you get 6250 lumens per square foot, and that's about the lowest size bulb I would use in a space that size. Now, seedlings generally need a little less, so I think 3000/ft^2 should be fine for the first couple weeks, but if you're planning on spending an entire month inside with them, you're going to need to really step it up a pretty decent amount as they will be fully mature vegetative plants by that point.

What about PAR meters, or do you mean the ratings given by manufacturers?

I was talking about manufacturers ratings. Pretty much every bulb tells you their output capability in Lumens. PAR meters are great, but only useful if you already own the appliance, so pretty useless for shopping.
