let's assume that a female plant had just shown sex, within the last 2 weeks.. And i clipped a bud head and dried it, would there be any phycoactivity to that bud head? thanks

Not worth it. It will be extremely weak, perhaps not get you high at all. You'll be destroying a buy that could potentially get to be 1-10grams if you wait.

there's very little THC production at 2 weeks in most strains, u should wait to test till atleast the 4th week if you ask me...by then theres enough thc produced to give you a decent high...

I had to chop a plant that was about 3-4 weeks into flower. I made iso hash from it, and it got me a decent buzz but certainly didn't even begin to compare to the iso I get from the trim of my usual harvests.
I'd say as soon as there are trichomes theres THC being made...in whatever small amounts.
But to answer the OPs question directly...No. Don't waste your time and the plants energy it will use to regenerate it.
