I'd say give her another two weeks at least, 4 tops. She'll swell up a lot more and yeild more in the end. As for the lower buds, try and get some supplemental lighting on them. If done correctly, you can get each of the popcorn buds to almost touch.

You should make a Co2 dispenser by adding an alcohol carbois. Just put some sugar and yeast in a 5 gallon bucket and line it into a bottle of water so that only the Co2 escapes. Also, maybe add some nutrients to their schedule specifically designed for bud production. Lastly, if you add some lights to the lower branches they will help fill out those buds. You might want to wait until week 9 to harvest, but that's totally up to you. You could always pop a popcorn bud off now and give it a test smoke to see how developed the bud's are in terms of smokeability and formation; rather than size. It should give you a good heads up on what the end product should end up like.
