Using floros to grow a mother

OK So in canse anyone didn't know I shorted out my t5 and am still working on a way of getting it replaced, hopefully under warranty.
In the mean time I've got these 5 floros (including the one I'm holding). The (3) long ones are 17w and the (2) short ones are 15w. Will I be able to grow out a mother with that or should I use my 150w HPS and forget about perpetual harvest until I get the t5 thing sorted?
Also here's my power situation. This outlet is 120v and wired up for to a 15 amp breaker. Only problem is it's 2 prongs and not 3 so I've been using this 2-3 converter. There's also a extension chord here that's got a male 2 prong end and a female 3 prong end that seems safer than the 2-3 converter right at the outlet.

Don't really have any other options. Maybe I'll wrap it up with electric tape.
It's safe as far as fire safe, right? I'm only running a 150w HPS and a 90w T5 off of that outlet. The other outlet is a 2 prong as well but it's farther away.
Edit: Is this chord safer?

I'd run the heaviest gauge (4-8) extension cord possible there from a grounded outlet but thats me.

Feel the wire and conections from time to time. If they feel hot you got a problem.

I found a video online. I'm gonna dismantle the 2 prong outlet and hope there's an unused ground wire in there that I can use to rewire a new 3 prong outlet instead. If not I'm just gonna have to cope.
Granted there's a freezer in our basement (near the grow room) that was entirely run through a 2-3 prong converter for who knows how many years. The wiring looks more than decent for its age. If I can't change the 2 prong outlet to a 3 maybe I can turn my 240v / 30a outlet into a 120v/15a outlet and it already has one 3 prong outlet on its box.

Oh and also will those floros be sufficient to grow out a good mother for my DWC buckets?

I've growm some small plants that could be produce clones under floro's. It can be done. Sometimes you gota do what you gota do.
On the ground problem, you could ground the socket. Run your own ground wire from outside or find something to ground to in the room.

on your little 2 to 3 converter that little metal sticking out the bottem is meant to be hooked up to a ground. all you have to hook up to is something solid and metal down there that is grounded, and that part will be solved. thats all the advice im giving on this, don't want to be accountable for anything crazy that happens- e.g. electrocution, fire, etc.. be careful with what ur doin man.

Oh and i would HIGHLY advice, that as sketchy as this setup is already, that you do not use your dwc buckets ANYWHERE near all this electric redicoulousness, as this may be very dangerous.

The outlets are on the ceiling so there's no way they're getting wet.
Can you be more specific cicken? What about this situation makes it sketchy? The outlet and wires are all certified to run much more juice than I'll be using through them. I'm only worried about the converter I've got, which is why I'm going to try to install a 3 prong outlet right there. Or it may be easier to turn that 240v/30a outlet into a 120v/15a since it's already got a 3 prong outlet.
What leads to electrical fires? I thought it was when you run too much electricity through a wire or just due to faulty wiring.
