gotcha.
man if theyre not even sexed yet, switchin to some floros wont hurt AT ALL!
you can get the lil double sockets and hardwire 3 of them to 3 indoor ext. cords with a 23w in each and have around 130w over a large amount of area that'll be plenty for your seedlings.

This isn't really true. Its not really a matter of the total lumens, but how much light is being produced at the spectrums needed for that state. I don't think it would cause too much stress to switch down, but if the only reason one wanted to switch the lights one was using during vegetative growth was due to the cost of running the 400w HPS, I don't think its that big of deal. Switching next time around makes more sense if you wanted to.

I'm pretty sure it would only cost about half of that much, but what cost are you paying for a KWH, laysthepipe? Here's a site where you can plug that in and the amount of hours a day it is left on and it will give you an approximate cost. I don't think it takes into consideration the initial rush of energy the lamps use to fire up, which is something you won't have on 24/0 but once.

Decreasing the total amount of lumens produced won't matter if the light in the spectrums the plants need in that growing state increases.

Mythbusters did a feature on lights to see how much of a power spike lights used on start up to see if it exceeded the power you would have used just leaving it on. There's a common misconception especially with fluros and HID's that they use massive amounts of power to start.
They tested a range of lights including fluros, compact fluros, hps, incandescent ,halogen and maybe one or two others. They found that none of the lights used more than a few seconds worth of normal running power in the initial start up. If anyone can be bothered they could find the test and results on the myth busters website.

they concluded for EVERY type of light it was more beneficial to turn them off when not using them.
they tested LED's too which outlasted everything significantly

400 watts = .4 KWH.
.4 KWH * 24 hrs = 9.6 KWH/Day
9.6 KWH * $.08/kwh = $.77/Day
$.77/Day * 30 days = 23$/month JUST to run the HPS for 24 hrs a day.
Granted they may charge more or less per KWH but that's what i pay in my state. Unless you have to run your AC constantly your power bill won't raise that much and will not set off any alarms.

you seriously pay only 8 cents / kwh?
we pay 12 here, but then that's about doubled when the "delivery charges" are factored in

yessir, only .08 here. But that's just the cost of the energy, i have fuel taxes, account maintenance, etc as well. It's not like my electric bills are like 10 bucks a month or something heheh. I just happen to live in an area/state that's relatively poor and where the cost of living is low. If you live near major areas, or, where the average income is pretty high, then your costs will be a bit higher. Still .12 vs .08 is not much different. Your energy costs for running an HID light are pretty minimal and will not raise ANY concern with the company unless you're:
a.) stealing power b.) Dumb enough to run like 20,000 watts in your whole house for a grow.

.12 vs .08 = 50% more!
i pay .1668/kwh when everything is taken into account, plus a $15 customer service charge

yup, it comes out to .078/kwh so i just round up.
energy charge = .05149 fuel cost adjustment = .022497 Debt Cost adjustment = .00414
Then get slapped with a 14 dollar customer charge and taxes.
