1. Are you growing from seed or clones? seeds 2. How old are your plants? 3-4 weeks 3. How tall are your plants? 2-3" 4. What size containers are they planted in? 8" by 8" plastic pots 5. What is your soil mix? natrual soil with vermeculite 6. How often do you water and what type of water do you use? water every few days once they dry out, use bottled or purified water 7. What is the pH of your water? dont know 8. What kind of fertilizer do you use and what is its NPK ratio? MG 15-30-15 9. Do you foliar feed or spray your plants with anything? i spray the MG lightly 10. What kind of lights do you use and how many watts combined? 2 40 watt philips natural sunlight t12 48" tubes, btw are these ok? 11. How close are your lights to the plants? an inch or 2 12. What size is your grow space in square feet? 4 sq feet 13. What is the temperature and humidity in your grow space? temp 75 ish hum: not sure 14. What is the pH of the soil? not sure 15. Have you noticed any insect activity in your grow space? no 16. How much experience do you have growing? first grow
plants are wilting and doing horribly ]

I'm on my first grow as well, but I do know a couple things. Miracle grow sucks for marijuana. Do yourself a favor and get some real nutes. The NPK ratio isn't well suited for vegging either. You want something with a higher N than P or K for vegging. I'm not sure on the contents of MG but I doubt that it has the need micronutrients either. I could be wrong on that though.

Stop with the fertilizing and spraying until they get older!
Your soil is hot, to much fertz for a baby plant!

Never ever ever use outdoor soil, period. This is a bad idea for a number of reasons: 1) pests and diseases are carried in all outdoor soil 2) The soil you are using is 99% of the time nutrient depleted 3) It is almost guaranteed to be of the wrong composition for good growth.
Now all of that said you may have been able to keep a plant alive (but certainly not thriving) if you were diligent and used a good fertilizer. But unfortunately miracle grow is as far from good as is possible. Like everyone else said, get some good nutes (but only after getting good soil (miracle grow is NOT good soil)). I suggest foxfarm (good soil maker as well) or the earthjuice lines to beginners (or if you are stupendously short on cash , fish emulsion which can at least get you through veg.)
And thirdly, you should never spray your plants with anything unless is is absolutely essential. In my experience, unless you have a pest problem there is no need to spray, ever. Roots are made to absorb nutrients why not use them?
