 Small Insect Swarm

For the last couple of days I've had this problem with a swarm of small insects. Thinking they might be gnats I tried a sugar/vinegar/water solution, but come morning only a single one had drowned.
I really have no idea what these are. I can't find the right information anywhere. This is only picture I got without major blur so it's the best I can do.
They are swarming like this but on all plants. They are around 5mm long and seem to have no sting, or at least aren't stinging.
What's your take on whatever they are? And how the fuck do I nuke them?

They're definitely longer then they are tall, they don't seem to have legs like a mosquito.
If they are fungus gnats though, know of any home remedy that'll kill them without hurting the plants?

Sticky traps and food grade diatomaceous earth. Sticky traps to catch the adults, sprinkle the DE on top of the soil to kill the larvae/babies
