when do i move lights 6 inchs away?

im in week 4 my plant is about 5 or 6 inchs tall alot of leaves,and it started at 3 inchs from the floursent light which is 34 watts and now the plant is bigger and pretty much touching the bulb im noticeing dryer leafs and yellowing,how far should i move the plant top from the light? is it okay? or does it need to be 6 inchs away at this stage?
please help

Then you should keep them 1-2 inches from the canopy of your seedlings/plants.
They literally won't burn the leaves until contact is made unless they are higher wattage CFL's (40+ Watts)
Keep em' close to keep your plants shorter and bushier.

Inverted is right, that amount of light is barely enough for healthy plants...in fact, I'd like to see a pic of this plant if possible. The yellowing could be from many things: underwatering, N deficiency, or possibly not enough light to complete the photosynthetic processes.
Don't ask for advice if you just intend to do whatever you want to anyway.
Additionally, if you don't have a higher power bulb to put the plants under, you should probably start flowering them very soon or they will get too big to have ANY benefit from the light you currently have.

I grow with Flo lights similar to yours and I can tell you, 1" is the ideal amount of distance constantly any further and you are seriously below the Lumen threshhold for them. They will not burn unless they touch the bulbs and even then, they do not simply "ignite". It just cooks em slowly if they touch it.
I have left mine along for the day where they are 1/2 an inch from the bulb, come home later and found it had grow to touch the bulb that night...moved lights...no problem. Close...it is still not close enough.
Like 81r has said, you likely have other issues and need to post pics and full details of your grow. Only then can it be fixed.
Also, if you don't like the bushyness, then you must be interested in growing crappy weed. Flo light growing is all about short and bushy.
