Grow Box light help

Ok, i just planted my germinated seed in my grow box. I put it in a cup of potting soil and about 5 or 6 inches above it i put a 25 watt flourescent tubular light. The soils seems to dry out pretty quick after i water it and the soil feels pretty warm. My question is do you think that the light i have could possibly be to hot for my plant to start sprouting? Or is the light just fine? Thanks
