Sickly Seedling

Whats up guys.. Got a seedling problem I could use some help with. The seedling emerged about 5 days ago, and it's pretty much staying the same size.. It grew past the first leaf stage, moved on to the second pair of true leaves, and is now stalled on the third pair of leaves which are still very tiny. It was doing good for a little while there, nice and green, looking good.. Then two days ago I noticed its leaves beginning to turn yellow. I had a huge 68 watt CFL hanging above it about 4 inches, and another 42 watt CFL to the side of it about 5 in. away. I thought that was the problem so I switched to smaller wattage bulbs, around 20 or so watts. I have had great success with these smaller cfls in the past, they have grown some magnificent seedlings for me.. Thick and healthy.. But this time, not so great.. So I'm thinking its something with the plant, not my setup.. Any advice or info would be greatly appreciated... Thanks, Peace
I can put pictures up if I need to..

Hows the heat? Also what is your air exchange like? Are you using warm cfls, or cool white? If warm , supplementing with a actinic blue flourescent could help encourage photosynthesis as the orange and yellow light encourages flowering. Put some pics up. What kind of seeds like reputable or some you found in a bag? As sometimes they can suck, but for me they usually crap out before the second true leafs.

They're growing in some organic potting soil made by Jungle Grow.. I have a small fan on them. The air exchange however is pretty minimal. I've built a grow box with black painters plastic and pvc. The only openings are for the fan and the entrance. The entrance is always lightly covered with the same plastic, not sealed at all. And the bulbs are warm I believe. Yes I found the seeds in a bag lol.. They looked like your ideal seeds. I've had some success with them, not great, but a few harvests .. Ill put some pics up in a bit.. Thanks for the replies

kinda looks like you dripped something onto that dead looking leaf to me. I just did this to a pepper plant i had outside. I dripped straight fertilizer onto one of my plants leaves. The spot it was most concentrated on the leaf died out like the one pictured and the rest of the plant died out shortly after that.
Are you using fertilizers? Or had you dripped anything onto it? How is the soil ph as well as the water ph?
sometimes seedling just don't make it also.

either that or the soil is a bit hot for the seedling.
