Seedling with an unknown condition

Hi guys! I started my second grow a couple of days ago with the same CFL lights as last time but this time in a slightly smaller space.

I'm growing two plants from seed in identical soil and conditions, one of which is thriving and one that is not. Here's a picture of the thriving lemon skunk:

It's doing quite well and smells nice too.
Here's my hawaiian snow:

In addition to the obvious discoloring, it's smaller and less developed than its sibling. What does this mean and what can I do to help?

The pH is ~6.8-6.9. I added a low dose of 24-8-16 fertilizer yesterday with no observable results. The plants are in equal distance from the lights.

Snow is more of a sative than skunk, at least for me my heavy sided sativas start out slow as fuck but just shoot through the roof as soon as I switch into flowering.

They just grow slower.

I hypothesized the slow grow was a symptom of whatever is causing the discoloration, not the other way around.

A little research has me believing it's a Manganese deficiency.

How do you check the pH? I've seen the exact look there in the updated picture before and its not something to worry too much about. The sativa is more sensitive to nutrient conditions and that's why its showing a little more problems. Just try to find the right pH for the plant and give the sativa more P/K than nitrogen, especially towards the time its getting ready to grow side-branches and start to mature...

Hey Sirius.
I have an analog pH meter that you stick in to the soil and take a reading after 60 seconds. I'm unsure about its accuracy, but no reason to believe its totally off. Todays reading is 6.8, i'm going to reduce it even further and see what effect that has.

I really dont see anything wrong with the hawaian, I would say its genetics.
