Hi guys! I started my second grow a couple of days ago with the same CFL lights as last time but this time in a slightly smaller space.
I'm growing two plants from seed in identical soil and conditions, one of which is thriving and one that is not. Here's a picture of the thriving lemon skunk: It's doing quite well and smells nice too. Here's my hawaiian snow: In addition to the obvious discoloring, it's smaller and less developed than its sibling. What does this mean and what can I do to help?
The pH is ~6.8-6.9. I added a low dose of 24-8-16 fertilizer yesterday with no observable results. The plants are in equal distance from the lights.

Hey Sirius. I have an analog pH meter that you stick in to the soil and take a reading after 60 seconds. I'm unsure about its accuracy, but no reason to believe its totally off. Todays reading is 6.8, i'm going to reduce it even further and see what effect that has. Here's a recent picture of the babes:
