1) Yes, that is where you look for balls/hairs. Nice pic btw.
2) You should start to see preflowers at around a month in veg but it can vary widely by strain.
3) When to switch into flower is based on a couple factors. How much space do you have? Plants generally grow 1/2-2/3 of their final height in the month after you switch into 12/12, make sure you can accommodate. If space isn't an issue, you can switch the lighting cycle as soon as the plant reaches sexual maturity. Signs of which include, change from opposite to alternating branch pattern, and preflowers. Apart from that, you can veg an extended period of time if you want a bigger plant which can in some cases mean a larger yield.

You do not have to wait but you would yield more in the end if you did. They should show their sex in about 1-2 weeks if you flip them now.
