would I be able to use a MH conversion bulb 400w, in my 400w hps ballast? im confused on this conversion idea. I have seen multi-use ballasts where you unpower the unit, switch a switch and you can use different bulbs; but i have a 400W HPS setup that does not have this function, so would it still work? I would like to use the MH over CFL if I can w/o purchasing a new system and can use a freaking bulb lol

Yes, that is what a conversion bulb is for. The ballasts with switch don't need a conversion bulb they can run acutal MH and HPS.
