 What the hell is going on?

i have killed 8 seedlings and 7 cuttings now, and i have no clue why?!?!?!
indoor cfl cabinet grow.
temps: 80-90 (they fluctuate a bit if the days are cold or hot)
humidity: 50-60%
light: mostly 6500k CFL, about 120 watts on right now
ventilation: a fan sucking air up and away from the lights to the top vents
soil: mostly coco with some sane, pumice, vermiculite and manure pellet fertilizer (table spoon per gallon, 1/4 the recommended dose on the bag)
water: i water when the surface dries out a bit
PROBLEM: the leaves start to turn brown (not yellow) and it "creeps" up the stem to the main stem and it dies as such.....
one though was root rot, but i am not sure why they all get this? plus the roots, on the few i checked before death, where white and "healthy looking".
pics if needed.
got 2 seeds left and dont want to totally fuck up the last chance i have of pot lol.

It sounds like over watering but hard to say. temps. seem high to me as well. I prefer 72 to 77 but I am begining too.
