I know with flowering you want at least 50w of HID per sq ft.
With flowering with cfls you can use 8-10k lumens per sq ft.
Using the logic that you use 50w / sq ft HID light for flowering and typically 35+ for vegging I'd say you want at least 2/3 of the 8-10k which would be say 6k lumens / sq ft and for veg growth you want 5500+ spectrum or I believe " warm light"
i always use 4 26W cfl's for my mother plants and vegging plants, and they always do very well.
and its in about a 30 inch by 30inch grow area of my grow box
