That kit has everything right down to a pair of scissors even, hell yeah. Nice find. I didn't see an option to upgrade the bulbs, but if you can afford it, I personally would asap. I'm a fan of Hortilux bulbs.

You don't put a 750w bulb with a 1000w ballast ever. That's dangerous. Always match your bulb with the ballast. Even if your dimming it down.
