If you want a light that can easily be adjusted but without buying a high priced LED, you could go for a T5. You can get a 4 bulb, 6 bulb or 8 bulb fixture. At 52 watts, 5,000 lumens each, you could have a 208 watt-416 watt, 20,000-40,000 light. Well, these lights aren't the best for flowering, but, they can be used. For veg, you're going to want the 6500k bulbs, more blue and white for veg. For flower, use 2700k red spectrum. This light will set you back $100-$200.
I'd either build a cabinet or use a grow tent. Here's the thing, the grow tent is already made so that's a plus. That part is relatively arbitrary. Yes, you're going to need air circulation in whatever space you need.
You can use a passive intake and just use one fan for exhaust, or you can use one fan for the intake, one for the exhaust. This is directly related to cabinets but the idea is more or less the same in a tent. https://www.icmag.com/ic/showthread.php?t=112862
You're going to need something for the smell as well. It doesn't sound like you want a very large grow though, so I'd just go with one fan for exhaust and a small carbon filter. Look at inline or centrifugal fans. You're not going to need larger than a 6 inch fan and filter.

Paying a lot more just for ease of hanging isn't a good idea. You'll need to save as much money as possible.

Yes a fan speed controller is a good idea. There are ones that are cheaper than the $26 one you linked. I bought one for $20 off of amazon. Having too much exhaust isn't a huge deal but the controller will help you with that. That 240CFM booster fan you linked might not be enough to pull through a carbon filter. I own 2 of the same fans, they're quite loud but nothing a little insulation or the controller won't fix.
If I were you, I wouldn't take the chance with the booster fan. Just get an inline.

Good idea on deciding on the HPS/mH combo. Low-baller on ebay is a good vendor like someone has already linked you. I'd advise against the appollo bulbs, the reviews are terrible and they seem cheap. Try to buy the 400w ballast and hood combo but with no bulbs from low-baller and buy bulbs seperately.
