You can get a 400/600w aircooled HPS/MH and fan for 200.00 give or take much more powerful then t5's.

IMO a 400 watter is perfect for a tent. It isn't all that much running a 400w lamp 18 hrs a day.
Here is a simple formula that can tell you how much you will spend.
You will need to find out how much you pay per kilowatt hour
kilowatt hour x wattage x hrs of operation
Lets say your electric company charges you 8 cents/kilowatt hour. 8 x .400 = 3.2c/hr, so if it's on for 18 hours a day during veg. thats 57.6c per day, or apx $17.25 a month to the bill.

Try and find a lamp with a switchable ballast then you can use both MH and HPS bulbs.

I know Apollo horticulture sells 400w lamp set ups with switchable ballast ranging in 400,600,1000 watts.
Aircooled hood is the best option imo.

Using the dimmer isn't advised (heard its bad for the bulb and you lose potential growth) but it does cut back power usage.

Can't answer your tent question about the tent but I can tell you that ventech fans are loud as fuck. IMO Hydrofarm makes a quieter fan.
