I'd go glue a few quarters on the ground at the store where they hang out. Go bright and early before the store opens and the bums wake up. And maybe spread around a little dog shit where they sit but that gets into being really mean.

Man... some of those city panhandlers aren't too aweful poor. I've had dudes try to hit me up for a dollar and I'm like...hey wait a minute... your shoes are nicer than mine!
