Well they need more light, and the lights need to be closer to the plant.
The leaves on the bottom are yellowing and dying because they aren't getting enough light.
What kind of soil are you using? How old is the plant? How big is the container that it is in?
You would buy fertilizer at a hydro store. Do NOT use miracle grow.

The plant is like few months old 4,5 I got the plants in miracle grow soil how close should I put the light how much light should I give the plant 12hrs?

How much would it cost me for a decent light and where could I
Buy one ..? I'm scared to move the light closer I don't want the leafs to
Burn on the tips they look a little burn..

That's burn from your soil. Not the lights. Those type of lights can be within inches of your plant.
You can buy a real light from a hydro store.
