What brand/type of nutrients are you using? Canna (no feeding yet) 6. What is the Ph of your nutrient solution? 5.0 7. What is the PPM/EC of your tap water? 0.5 8. What is the PPM/EC of your nutrient solution? 0.6 9. What is the temperature of your nutrient solution? 24C 10. Does your PPM/EC show a rise or fall when you do your daily PPM check? No 11. Does your pH show a rise or fall when you do your daily check? A rise 12. Do you foliar feed or spray your plants with anything? No 13. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") 400Watt MH 14. How close are your lights to the plants? 85cm 15. What size is your grow space in square feet? 12.16Ft^3 16. What is the temperature and humidity in your grow space? 26-27C. 40-50% 17. Have you noticed any insect activity in your grow space? No. 18. How much experience do you have growing? I have completed two grows.
I started germinating all of these seeds one week ago. Part of the week they have been sitting under a 400watt MH, but at >1 meter away from the light. I may have also over watered them.
The issue is more than half of the crimea seeds are stalling and those that are showing leaves have brownish look tips.

Bellow are pictures from yesterday. The sour diesel seems for the most part to be ok. Thought one plant looks a little strange.

The MH light has been running 24/0
Since it's supposed to be very difficult to over water rockwoll, my guess is is that the light is the main issue. I've now moved the plants next to a window.
Could it be anything else?

The light shouldn't be an issue whatsoever. And at an early stage like this, you sure can drown out the roots in rockwool. The leaves look fine, the cotyledons often can have a little damage on the tips after germination.
On one of em the cotyledons are stuck together, no big deal though. They look all right to me man.
