Tell him good luck with the transition man, what new lights is he going with, and what kind of a fan will he get? How big is his grow area?

It's like 5ft by 5ft (estimation).
He hasn't gotten any new lights yet...
Which he really needs to do...
Can y'all suggest something cheap and easy to obtain?
He still keeps clothes in there and stuff...
I think he needs to really clean it out and get serious about it... if he wants to grow, ya know?

As for lighting if he can't afford an HPS, T-5 fluro lighting or CFL lighting will suffice.

Its hard to say how good of a fan you'll need without knowing the height of the room as well (gotta measure volume), but you'll want enough ventilation that the entire volume of air in the room is refreshed at least in one minute, and coda has suggested to me twice as much in one minute. Cannabis really needs plenty of fresh air - they love to breathe. A quality in-line fan could run over $100 though, but if you're in the states, I hear there are Stanley blower fans at Home Depot or similar that can save some money for you (coda knows more about that as well ).

You're going to want 2000 lumens per square foot. The bulbs should list the lumens they produce on the package. It'll vary on bulb and manufacturer, but I've seen the 29 watt CFL's listed around 2000 lumens. The CFL's need to be hung horizontally. Also, the type of light the CFL produces is to be considered. You'll want 6500k for vegetative state and 2700k for flowering.

Like sirius said the very most cheapest would be cfls, you can get HPS's online 400 watters for 140 bucks shipped to your door.

i'd look to the water more then the RH. I grew in a 20-25% RH environment for a while. As long as the plants had their water they were fine.

maybe you should just grow it in the southeast united states and say you're growing it in antarctica so people won't suspect anything
if you grow it in alabama or georgia or tennessee you could find all types of nice houses with closets to grow a whole lot of weed, like pounds man
