It's one thing to try to patent a new commercial seed & sue farmers who use this year's crop to sow next year's fields, but this takes that idea to an insane level.
Basically, they're saying that if a seed (any seed, not just cannabis seeds) isn't on the approved list, you're a criminal for growing it.

The EU's fucked. I hate that there's people sitting around coming up with restrictions, fucking cretins. It was only yesterday they were talking about banning refillable olive oil dispensers, we don't need these people.

I think more appropriately, in light of all of the Monsanto news lately, it's fair to say that the world is bought.
Monsanto and a few other large companies basically want to control the entire global market. That's why this EU bill passed, because of heavy lobbying by those corporations.
Part of the excuse behind such legislation is the degradation of bio diversity due to GMO crop and plants, but that's not good enough reason to restrict peoples freedom.
Now Monsanto is trying to make it illegal in the U.S. to label anything as GMO. Talking about restriction: a new measure passed by U.S. Senate restricts individual states from implementing laws to label GMO products as GMO. So, in the U.S. because of the same lobbyists, you will no longer know whether what you buy is a GMO product or not.
