going insane with my new setup

I have a lighthouse hydro tent that is 4 feet wide, 2 feet deep, and 5 feet tall. I have this tent sitting in a walk-in closet.
Ever since my first harvest I have all LED panels, but recently I sold an LED panel and bought an Apollo 400w ballast and bulbs that are 400w HPS/MH with a cooltube setup.
I have a 6in fan with 440cfm on full blast. The end of the cool tube where the bulb sits has ducting connected, leading out of the tent and hanging out of the closet to suck in cold room temp air. The cold air goes in the ducting through the cool tube (over the bulb), into the 6in exauhst which then shoots that air at a window by the closet.
I have a 4in fan with probably 150-22cfm sitting on the top of my tent, with ducting pulling in through the top to suck air out of the tent and to the top of the closet, being that the 6in fan is sealed up to the cool tube it doesn't pull stale air out it only cools the tube and bulb.
I have 1 clip on fan on high, 1 rotating fan on high, and a huge honey well floor fan on high blowing directing onto the bulb.
No matter what I do my temps start creeping the minute the lights come on! It will get from 65 degrees to 79 degrees in a matter of a couple minutes. From there it creeps all day at a rate of probably 1-2 degrees every 1-2 hours. My lights go on at 8:15am and if I leave it unattended until say 5pm, the temps will be at 86-90 degrees!!!!
My ambient room temp never goes above 75, typically its in the high to mid 60's.
I am at my witts end and I am returning the 400w for a 250 or LED again if I dont find a solution because my poor plants cant take it.
Does anyone have any advice?

Well cool tubes arent the greatest to begin with, but you still shouldn't be having heat issues if it's a 6 inch ported.
What I would to is change your tent into a passive intake, which I guess it already is, and have the 6 inch pulling air out of your tent as well. No need to make it sealed off from the tent environment. Does that make sense?

Yes, that makes sense.
You're right, the tent is originally passive intake. The 4 in fan that I have pulling air out, is pulling the air in through the vents.
So unhook the ducting to the cool tube, so instead of sucking cool air in and only on the bulb, make it suck air in through the cool tube, but in from the passive vents. Should I leave the 4in on so both are using the passive vents?
When I first got the 6in fan I was using all passive intake, but I have switched a lot around so I'm going to do it again since you suggested it.
I was also considering maybe a hood would be better then a tube.

The ducting is no longer sealing the cool tube from the tent. I have my ballast at 75% so my temps are holding at 79 degrees, it creeped up to 79 too.. I'm scared to put it at 100%
EDIT I put my ballast to 100% and it went from 79 to 81 in 10 minutes. Gonna be checking on it every 10-20 minutes.

Make sure your exhaust is going into a different space or out that window for sure. Any air recirculating through the grow space will gradually heat up. Even just running a 6" fan continuously in a a large room will will heat it up quite a bit within a few hours if the warm air isn't being moved outside the space where your fresh air comes from if that makes sense:)

Yes, keep both fans running. The more air exchange the better.

yup makes sense. the exauhst is blowing out the window/elsewhere in the room as much as possible. Its a big window panel, so I can't just set the ducting in the window that would be suspicious lol. So its sitting right under for the most part exhaling out the window.

I kept both fans on. It never went up past 81 degrees with 100% ballast after changing it up. I put it back to 75 this morning because I dont want it to creep up too fast before I can get home from work. But Idk after last night it might not be creeping up anymore. I'll be checking up on it all day when i get home

Getting rid of the 400w for a 250w since I have a 180w blackstar panel still sitting around.
Even at 75% on the coolest days my tent creeps to 82 degrees. So at 100% it would be creeping 84-86 degrees before lights out.
pretty pissed about it

Anyone wanna recommend a good brand? I was using Apollo and the 400w package was only $140 shipped. Being that im getting 250w i would like to spend even less.
I was looking at lumatek but for a 250w setup its like $270!!!!

Why are you set on 250w?
Just get a dimmable ballast and run it at like 400w.
then if you wanna step up your game later you can without having to sell the smaller unit
