Check out a pawnshop, you can often buy hammers and other random hand tools for a $1 a piece or less. If they don't have enough at one shop buy what you can and then go to another one until you have all the hammers you need.

i would hit up craigslist, pawn shops, 2nd hand stores, garage sales... your most likely gonna have to put a lot of work to find that many that cheap. you'll most likely find 2-5 at a time and have to hit up a lot if places. make a day of it.
