Most people don't realize that they make grow tents in all sizes that are already perfect and a lot less hassle than building your own box and lining it. How big of an area do you plan on using? 2-3 plants can be any size, how tall do you want yours? probably 2-3' tops, but you might just do one large plant and top and train or scrog it and put it in a larger pot. Larger pots equals larger plants equal larger buds. How much bud do you want per cropping?
Fluorescent lights alone are a waste for budding unless you like fluffy bud. only as a last resort if there was no other option. I'm a fan of LED, and if you are looking for just a simple setup, then its perfect. You can end up spending a bunch of cash on fixtures and bulbs for cfl's, when you could have spent a little more cash upfront and got a light that will last 10 years. HID will work better than fluoro's anyday. For a small operation its easy to get an LED comparable to an HID, but more up front costs. You can start with fluoro's and always add a real light later. If so I would get some t5 fluoro's, and then be able to use those as side lighting later on.
Warning: tons of junk LED's out there, they look tempting but will be garbage. Don't just run out and buy an LED grow light.

You can paint the room white also.
The color white is very reflective.
