early signs of flowering

a friend has 2 separate clones from the same plant, fully outside in natural light cycle.
this is a picture of the top of one plant thats been tied down. appears to have many pistils appearing on the top only. is this the sign of flowering starting?
and this other plant, may be hard to see, has something unfamiliar to me. they dont look like pollen sacks but more like 2 little tiny pieces of bud growing straight from the stem. This plant was topped in 2 places. this plant does not have pistils on top like the other. they even appear to have little white crystals on them. Does anybody know what this might be?

I don't see anything super abnormal. Doesn't really look like they're going into flowering to me.
