21c isn't too cold its only when its below 15c will you see growth almost stop.
The leaves you are describing sound like a nutrient issue. Likely Nitrogen inefficiency and/or potassium inefficiency. Pictures would help..
For more help you should fill this out:
Soil Growers: 1. Are you growing from seed or clones? 2. How old are your plants? 3. How tall are your plants? 4. What size containers are they planted in? 5. What is your soil mix? 6. How often do you water and what type of water do you use? 7. What is the pH of your water? 8. What kind of fertilizer do you use and what is its NPK ratio? 9. Do you foliar feed or spray your plants with anything? 10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") 11. How close are your lights to the plants? 12. What size is your grow space in square feet? 13. What is the temperature and humidity in your grow space? 14. What is the pH of the soil? 15. Have you noticed any insect activity in your grow space? 16. How much experience do you have growing?

Time to transplant! The need more soil and more nutrients. They don't look over watered to me.
Get them into bigger pots and I bet they'll start to take off again.

You can definitely give them a small dose of fertilizer. Take your pH down to 6.8 as well.

As a pointer If your stuck using that small of a pot indefinitely, you will get better results if you water them 2-3 times a day...just smaller amounts...making sure not to over water.
You treat it like is hydro
Add nutes as required

I would get your ph in check, your water it is to high and you don't know the soil ph. Also stop fertilizing there should be enough in the soil to get you started. I will try to explain the ph thing, when your ph is off it appears as if you have a deficency but actually your plant can't digest the nutrients correctly giving you the apperance of a deficency, flush your plants with ph balance water like 6.5 or any other flushing product like flora clean, get yourself some Cal-MAG everyone needs Cal-Mag. Flush then wait five six days and give it cal-mag and ph balance water it will take a week or two for the plants to return to normal, also usually if its to cold your plants will purple on leaves and stems.

You need to order a pH kit to test what the pH is. Adjust it with lemon juice or baking soda. Baking soda will raise the pH and lemon juice will lower it.
Here's a site you can order any and all the nutrients you need. As well as pH testing kits. But I would recommend getting an electronic meter. You can also get real pH up and down through here as well.

no dude. 15C is plenty warm still, if growth just stopped at 15C then nobody would EVER yield jack from their outdoor plots.
