Anyone know anything about an iPower Ballast?

So I was looking for a pretty cheap digital ballast and I found this in an ebay store

For 95$ plus free shipping for a 400, 600, 1000 watt dimable ballast that is a smokingggg deal.
What's the catch anyone directly/indirectly have an experience or knowledge about this company and if this might be a good investment? I hear when it comes to lighting allocate your funds in this order Bulb first, reflector/hood, ballast ...anyone agree with that? Just advice I've heard from other growers if you can only spend x amount of money make sure you get the best bulb you possible can.

in what consistent application would you prefer to dim the lights on your plants, that would deem "full power" unnecessary?

I don't care about the dimming option at all i'm gonna be running a 1000 watt bulb anyways and most 1000watt digi ballasts are 250-300$ I'm trying to see if this one for 100$ will get the job done effectively. I don't want to base my decision off the "you get what you pay for mentality" which is why I posted on here if someone tells me they had great results from one of these ballasts then I'm going to snag it sometimes you get lucky and find things cheap that get the job done.

To start with the 1000 watt ballast is 189.95, and has a two year warranty. I'd recommend contacting the seller, and check out what exactly the warranty covers. Other than that sounds like a good deal.

Yeah I sleep by my setup so if the thing is noisy or anything I'm all set thats why I wanted to see if anyone has an experience with them they don't tell you those things. I'd assume all digital ballasts are silent but you never know.

Most ballasts don't make much noise whatsoever. Even magnetic are pretty friggin quiet.

there has to be a catch...actually I think I know what they're saying, for the 400 watt its 95$ kind of a bit of false advertisement claiming 400,600,1000 watts are all 95$, they made it seem like the ballast could be used with all 3 bulbs but if you zoom in on the picture it just says % of dimming, so that has to be it

i saw a craigslist post nearby that claimed this guy had 5 400watt setups with ballast bulb and reflector and only wanted 50$ for each one. It seems way to good to be true but I live in a college town where the cops like to get sneaky and usually when a deal like that is too good to be true, its not (even if its low quality 50$ for all the components is a steal). The police could very well throw an add like that up to try to catch kids growing. You hit them up and meet-up you instantly got their cell number, email/IP address, license plate, etc ...if I was a cop I'd do something like that, just sketchy that they have 5 for such a low price probably trying to see how many people hit them up.
