Wiring two 70W hps bulbs with one 125W ballast

Afoaf gave me some grow lights. He said a friend of his got those wired and working in front of him. Anyway the grow lights components were: 1x 250W hps bulb 1x 250W hps ballast 1x 400W hid ignitor 2x 70W hps bulbs 1x 125W high pressure mercury vapor ballast
I wired the 250W hps bulb with the 250W ballast and the ignitor. They are working fine (after I bought a new ignitor with the same characteristics as the old one).
Now I'm wondering how did my foaf's friend wire the 70W bulbs. I assume he used the 125W hpmv ballast and the ignitor with them. Is this possible? If it is how should I wire it? Should I connect the two bulbs in series or in parallel and should I then consider them to be one 140W bulb for the rest of the wiring process?
Here you can see my bulbs:
And the hpmv ballast:

Connecting the wrong bulb to the wrong ballast can cause fire.
Unwise.

Honestly, I'm no electrician, but that really does sound like a bad idea...

I'm not willing to connect the wrong bulb to the wrong ballast either. That's why I'm asking here about that.
An electrician, who is a friend of the person that gave me those hps lighting parts, did wire those two 70W bulbs (and I don't know if he wired them together or one by one). There's a chance he used a ballast that didn't come with all other things for some strange reason. There's also a chance he used the 125W mercury vapor ballast.
What I know about ballasts is that they limit the amount of energy a bulb can receive. If there was no ballast the bulb would get more and more energy until it stops working. This sounds like an over simplified explanation... anyway having this in mind makes connecting the two 70W hps together to the 125W mercury vapor ballast look promising.
I'm not going to try it until someone explains with more detail why to do it or why not to do it.
If you know any good educational material about wiring HID in general I'd be happy to read it.
