Scotch Bonnet Pepper Question

So in the following pictures you'll see two relatively happy Scotch Bonnet pepper plants. The problem is that you'll also see a couple hundred very happy bugs. I have no idea what these bugs are but I'm hoping someone here can tell me what they are and the most effective way to destroy them.
As far as I can tell, the extremely white, skinny things are non-living. Perhaps some sort of molted skin or feces of a sort. The yellowish/white things are very clearly bugs with very tiny legs. As far as I can tell they aren't harming the plant, but I'm sure they're consuming something or they wouldn't live there, which means to me that the plant must be getting harmed even if it's not visibly apparent. Anybody have any ideas?

Methinks you have an aphid problem brother. Diatemaceous earth'll do the trick, so will garlic oil, or ladybugs, but I think its getting too cold where you are for the ladybugs.
