1. Boot into safemode with networking. 2. Download Malewarebytes. 3. Run scan, remove malware, then reboot.
That should fix it, but if not....
1. Boot into safemode with networking. 2. Download Combofix. 3. Run Scan then reboot.
If that doesn't fix it, I'd recommend backing up your files to an external while booted from a livecd, then performing a fresh install. But the first group of instructions should do it.

I cannot stress how right this is. If you can't install Spybot, or if Spybot doesn't fix it, try MalwareBytes.

So what exactly happened?
Were you not able to get into safemode?
IME combofix will fix even the worst malware problems.
I've found that it works best in 32 bit XP and Vista environments.
But you have to be careful. It can blow your system away.
It will give you the option of downloading recovery console, definitely do that and make sure to make a restore point. You do this through combofix itself.
If your system does get blown away, you can reboot, press F8 at boot up, and choose "Last known good configuration." This will restore your PC to the state it was at previously.
Before doing any of this it's a good idea to download an iso image of BartPE or any live linux distro and backup your files to an external hardrive. That way you can ensure that you don't lose the data you want to keep.
So what happens when you follow those steps? Do you get to run malwarebytes, but the problem persists after boot up? Or can you not get into safemode?
If you can't get into safemode I'd recommend a clean install. If you can, you may need to run the scanners a couple times before your system is totally clean.

Thanks for your help everyone, I used Malwarbyte and found it was a Trojan-FakeAleart so basically it was made to look like system recovery.
But yea big thanks to Koopa for walking me all through it, hopefully I should be able to recover all my lost data. But strangely enough the thing pissing me off the most is the fact I still can't change my background, its just plain black
