Can't get a good look at it on my phone. Is it a ring around the stem? Has the weather been really wet?

It starts as a ring, then swells into a knuckle. Then the ring eats all the way through the stem. The top stays perfectly healthy right up until it falls off..

Stem rot, you can try a fungicide but it may be a loss.

Gonna treat it first thing in the morning, then tape it up and leave it alone..I had a top fall off right in my hand, and it was just as full and as far along as the other buds. So it has to still be getting some type of nutrients thru the affected area, right?

It's actually been really dry here..and the affected areas are always near the the top of the plant, not the base. It's also dry and rigid to the touch, not mushy or soft. Could it be a LACK of water?

Stem rot is caused by a fungus pythium that thrives in warm humid enviroments. Stem rot wiped out most of my tomatoes a few years back when we had record rains. Between the heavy rains and lack of a well drained soil most of my tomatoes died form stem rot. A couple I managed to save using a fungicide.

yes, now i know..some of my seedlings got stem rot from me overwatering. This is not even close to what that looked like. Ok, recap- It's been very dry here; I've been worried cuz I could only make it to my plot twice a week. So they were only getting about a gallon and a half a week, including feeding. Dewpoint has been consistently average, rh around 50%.
Affected areas are near the tops of the plants, either on the main stem or near the top of a branch. It starts as a small ring around the stem. A knuckle forms there, and the ring turns brown and cuts straight through the stem(the whole process takes a few weeks). Still sound like stem rot to you?

stem rot usually affects the stem at the base of a plant, but most definitely can affect the plant further up the stalk. i would say treat with a fungicide, and see if that helps any. i don't see how a lack of water would cause stem rot, but if you're having a problem with PM that throws up a fungus flag to me.

May be a cutworm, but they usually attack the base of the plant not the top

looks like a bug wound or healed break
but you said youre loosing branch tips/flowering sites above this?
or theres more than one mark like this? on multiple plants?

I'll try to be more descriptive.. and yes, it's happening on more than one plant. The plants are perfectly healthy and thriving besides this. I haven't seen any parasites, just a couple of bore worms that burrowed into the stems. They and their damage are easy to spot.A razor and toothpick got rid of them..
It starts as a small discolored ring around the stem or branch.
A knuckle forms at the site. As it swells, the ring seems to cut into the stem, tightening or eating thru..eventually it goes all the way thru.
It isn't soft or mushy- it's dry and hard and brown.
The buds above the site are perfectly normal, as are the ones below it. I've googled and googled, can't seem to find anything like it.

weird its not where you had your plants tied previously?
i dont always use the kindest things to tie my plants, and sometimes forget theyre tied, and get some strangulation, after freeing from their tie, they usually form a mark similar to that...

It's a canker. Cankers can be caused by a fungus, a bacterial infection or by an insect. The pathogen damages the "sapwood" just inside the surface of the stem. The "knuckles" form as the plant tries to overgrow the damage and restore the connection. When one of these breaks off, try to examine the exposed surfaces for clues as to which one of the causes is yours.
