Hmmmm.
Maybe we need to make ourselves more vocal? I'm not trying to pin this on anyone specifically because there are plenty of "rallies" and protests. But maybe we need to assemble huge groups of multiday protests.
Idk, i'm just rambling really I wont pretend that i know a real solution.
But I'd damn sure be able to just chill somewhere for a week or more to constantly protest the issue and force people to listen. If people say lies call them out on it in public, have your voice heard to any news that shows up. Bring your own recorders to post it there.
To many politicians think it would be political suicide to support it.
I disapprove of what obama has done with regards to marijuana. But it's not like there are really any alternatives that are all that much better. Or if there would even be results.
Personally I think if congress can't pass it everyone that votes no can get cancer and die a slow death.
I'm a really spiteful person to people that support ignorance, and I'm also a person that wishes ill upon people that trespass against me or what i view as my rights.
Either Congress OR whoever is in charge of scheduling drugs would have to do something. And I feel like nothing will ever be passed without legislation.
But I do think it's bullshit he just stops there.

The people who support legalization will either already be voting for him (liberals/progressives) or will never vote him (Libretarians/Neo-confederates) so he's best off not saying anything about it if he can possibly help it. It's what we might call a 'second term issue' - one that's too hot to touch if you're ever planning on running for re-election again without being tarred as being out on the playground handing out joints.
