August/September, maybe a little earlier, but I think thats a good guess; obviously, you'll see pre-flowers several weeks earlier...That's what I use around here(Alabama--similar climate/season) but the seasons have been kind of whack lately because of the fucked up weather; I know that has nothing to do with when they will signal to flower but it does fuck shit up a little, or help depending where you are(hurts people in states like us fucking 1200 degrees outside).

Is it possible to have a second growth season as the temps start to decline before the first freeze? i know it would be a race against the clock but say if i planted in august would they stand a chance?

Yes, if started in doors forsure.
OR
Try auto flowers.
