So my clones are at 14 days, and 2 have several roots sticking out of the rockwool cubes. I took one and placed it in FFOF, watered it, and placed it in my veg cab. the next morning, it was shriveled up.
What did I do wrong, or what should have I done? I have 7 left. Should I have stuck it in the humidity dome again for awhile? Should I cut the FFOF with something? I have never had a complete clone dry and shrivel up this way.

The wilting was probably because you transplanted while the roots were still too tiny. The movement from a high rH to low rH environment was probably a little too much and they needed a day or two more in a dome before they could go out again.
If you check up on them and see that they're wilting pretty bad, you can pop em back in the humidity dome for a night and they'll perk back up and you can try again. Sometimes you just need for the root system to get a little bit larger before you can move them into veg.

It think your right.
I transplanted the 2nd one last night and then put it back under the dome. Today it is looking fine. I will move it out in a day or two more.

Yah, I have this problem with stubborn clones that refuse to root. I get impatient with them and toss them in a solo cup when only a root or two is poking out the sides. They usually start wilting within an hour if they can't take it. Doesn't take more than a day or two for it to get strong enough to survive outside the dome. Sometimes you can get away without sticking them in the dome but it's much better to just let them get stronger first.
