No, the voltage refers to the electrical current the bulbs/wires are intended to be used for. If you're in the States, the current of your electricity is at 120. In Europe, its usually 220 volts. As far as voltage goes, you're fine.

It would depend on how many amps each light needs. Your power cord you've bought is capable of handling 15 amps, and I believe the rule of thumb is you want 20% more capacity then how many amps total you are using to be safe (that might not be truly necessary though, but as far as I know it is - hopefully someone else with some real experience on this will chime in). You'd need to know how many amps each CFL is to really know if you're overloading the power cord or not. Also keep in mind your circuit breaker, so you don't have too many amps on one circuit breaker, which would cause it to flip.
