Either way. When starting seeds alot of us use paper towel soaked in water. Squeeze excess water out till just damp. Fold paper towel and place seeds between the layers. Place paper towel with seeds into a plastic sandwich bag. Wait till the beans pop open and form a tap root. From there, place sprouts very carfully into potting medium,root down with seed head up. Cover and let grow. This takes apprx.3 days to pop.
Or if this sounds to complicated, then just plant in soil keep moist and wait till they pop up. Use fertilizerless soils for seedlings. They are tender and susceptible to nute burn for about a month.

my seeds/seedlings dont get any nutrient until theyre ready for theyre first pots(even tho its just little 4") i mix in some good organic high nitrogen fertilizer. into the bottom inch of a sterile medium (like you have listed there)
