He's planning on using it for his veg room, so provided that he's dealing with smaller clones and seedlings, into the first few weeks of vegging (if they get too tall penetration might become an issue), he'd probably want to go with the fluorescent lights over the HPS since the HPS won't have anywhere near the degree of blue light that the plants need during vegetative growth. There should be enough lumens produced by those bulbs to cover the room I should think. They could be easily supplemented with CFL's if necessary.
The good thing about fluorescent tubes are, they spread their light over a large area and do not get as hot. this is good for some veg work and cloning, as long as you aren't letting the plants get too tall. They quickly lose their advantage at a distance.
If you can afford it go with MH or the newer HPMH You'll save money in the long run and your plants will thank you for it.
A T5 lamp will fluorescent will give a little more lumens, but overall they aren't as efficient to run as a regular fluorescent.
