looks dried out and a little heat stressed to me
try moving your lights away a bit, do you have a fan on the plant? you should.
don't water until the soil's dry but when you do ensure that maybe 10% of the amount of water you watered with comes out the bottom of the pot. you can use pool pH test strips on that run off water to see what your waters pH is becoming once in contact with the soil.
also a pH 7.4 is a bit high for soil. aim for ~6.5

Chillwillis gave you some great advise. I would add Make sure that your thermometer is at the level of your canopy so it is giving you acurate readings. One inch away only works if you have proper ventilation. Those CFL's can still generate some heat and your leaves look heat damaged. Also, I have heard that the pots you are using are not the best, because they absorb water and let it evaporate to quickly. Might be the reason your soil is dry but your jiffy puck is not. Just an idea.

aye, at that size you may as well transplant to a solo cup with holes on the bottom or something similar.
I also don't really like those jiffy pucks very much, they don't break into the soil over time like they probably should. good for germination but beyond that I dislike them. the soil in them is retains more water that the rest of the soil in your pot which may also be the reason that your puck is still moist.
also as soon as you see roots coming down to the bottom of that pot you're gonna wanna transplant to a 1-2 gallon pot. once your root ball is pretty sizable you won't really have to worry about the moisture of the puck because the root system will already be well established, at that point water whenever the top inch or two is completely dry.
no nutrients til you get the 4th node and at that point do it at 1/4 - 1/2 recommended strength.
