Miswording in the California voter information guide (prop 19)

In the summary of page one for prop 19, one of the 5 bullets states:
"Limits employers' ability to address marijuana use to situations where job performance is actually impaired"
Then, buried in page two, the statement analysis says:
"However, it (the measure) does state that employers would retain existing rights to address consumption of marijuana that impairs an employees job performance."
Employers abilities to address marijuana use to situations regarding job performance are not limited as a result of this measure, yet it is stated as so on the front of the initiative.

Well... those two statements agree. There's just a different emphasis.
